So as of writing this, today is finally the day where I can leave the OCE server for the SEA server, and SEA is the region where I was based at all this time, but I didn't want to play in the (now soon to be former) Garena servers because of how bad it was. However since I'm quite new to this whole account-migration thing, I need to some help.
After the update it's constant around 200ms - 220ms. I thought it was my isp since it was fine for my friends. But now i feel like this is on garena's side. Im facing the same issue as well , the ping is capped at 200ms while I've had around 40 ping for almost 2 yrs of playing on this server.

I'm also on FIOS, and I'm also seeing ping at a steady 150ms in too many games. Been on the ISP for years, has only been a problem recently. I've pinged google.com and na.leagueoflegends.com when I'm spiking hard in the client itself, and they both ping 10ms or better. The problem is idiosyncratic to the League of Legends client.
